JOB SUMMARY
The Chief of Party (COP) is accountable for the overall vision and leadership of the anticipated 3 years USAID-funded Multi-Year Emergency Food Security program which aims to enhance food and nutrition security, reduce future humanitarian caseload, and improve the resilience of communities to recurrent shocks in the Karnali Province. S/he oversees completion of all technical requirements, including project results and deliverables, in accordance with the project work plan. S/he manages project’s operational, financial, and administrative priorities; directs planning and budgeting processes, and creates or adapts management systems in line with CARE’s standard operating procedures, ensuring consistency with project needs.
In coordination with staffs and partners, the COP translates project goals and objectives into implementable strategies and plans. S/he oversees preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, and reports against the project’s targets. S/he will builds and maintains productive working relationships with USAID, project partners, and key stakeholders at the international, national and sub-national level, and serves as the primary liaison among key project stakeholders. S/he represents the project at high-level meetings, conferences, and other forums.
This position is subject to project award and funding. International relocation and allowances may be available.
The employee shall fully comply with CARE policies and procedures and should be accountable for it.
RESPONSIBILITIES AND TASKS:
R1. Strategic, operational and management oversight and leadership for quality implementation
- Develop vision and strategy for the program and share it with relevant stakeholders.
- Oversee, facilitate, design, develop and supervise for an efficient and effective program implementation: development of annual/quarterly activity plans and M&E plan including periodic reviews of the same; appropriate and timely allocation of human and financial resources to implement these plans effectively.
- Work with program team and core partners to ensure that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the Cooperative Agreement.
- Ensure meaningful engagement of government line agencies, civil society, private sector and other stakeholders in the program activities.
- Promote national ownership of program and identify new opportunities in a timely and strategic manner to complement national efforts in the areas of program objectives.
- Represent the program to USAID, all partners and all other stakeholders.
- Identify opportunities for innovation
R2. Program and Financial Management
- Provide financial management and accountability for all program activities
- Contribute to the development of annual work plans and translate the work plan to line items in order to develop annual and project budgets. Provide input for the annual budgeting process monitor budgets and forecasts on an on-going basis.
- Review financial information and results to promote stewardship and manage risks.
- Monitor expenses against the program budget, and review periodic financial and operations reports.
R3. Networking, learning and representation
- Establish and maintain excellent communication with, and develop networks with senior program staff and partner organizations, Government of Nepal (GoN) representatives, international institutions, civil society, private sector and other relevant stakeholders and development partners.
- Ensure complementarities as well as synergies between the planning, implementing and monitoring mechanism and structures of Program and similar mechanisms and structures of GoN.
- Seek collaboration and synergy with other sectors and donor programs on program related issues and concerns.
- Apply effective program coordination and partnership management practices.
- Engage private sector to attain three program component objectives.
R4. Oversee program monitoring, evaluation, and reporting
- Support establishing a comprehensive monitoring and evaluation system that operates at multiple levels, from community to program level.
- Ensure the indicators presented in PMP and Program Results Frameworks are regularly tracked as per the plan and they reflect impact and sustainability of the program.
- Plan and carry out regular monitoring trips to the regions and provide support where needed.
- Review quarterly, annual reports and annual work plans before submission to the donor.
- Support building a permanent monitoring system and capacity in several stakeholders especially community groups, GoN and national NGOs enabling them to monitoring both during and after the program.
- Participate in external evaluations in conjunction with program M&E team.
R5. Strategic Support/advice
- Interact with and provide advice and feedback to CARE Nepal’s program support team, technical support team and CARE USA on overall program implementation, sub-grants management and donor’s compliance.
- Facilitate mutual sharing of good practices and learning generated from this and CARE's other programs among core partners.
- Facilitate synergy, complementarities and collaboration with CARE Nepal’s project and programs in order to contribute in achieving Program goal and objectives (and vice-a-versa)
- Engage in strategic debates and meetings of CARE Nepal and other core partners as deemed necessary. Facilitate engagement of CARE Nepal senior staff in Program.
- Facilitate alignment of program plans with CARE’s and other core partners’ vision, objectives, values within the framework of their role in program.
- Contribute to promote alliance with other consortium partners.
R6. Staff supervision and management
- Ensure performance management of direct reports; and facilitate their capacity development though mentoring or other activities.
- Ensure direct reports are adequately equipped with knowledge and capacity to deliver the project outcomes as expected.
- Support and facilitate team building practices at all levels.
- Develop and practice learning and appreciative culture in the team.
- Ensure that all administrative functions (timesheets, staff performance review) is conducted timely

PERSON SPECIFICATION REQUIREMENTS:
Qualification:
- Advanced degree in a relevant discipline (development studies, international relations, agriculture, nutrition, public health, business administration or related field) from an accredited academic institution.
Experience:
- Minimum of 10 years of progressively responsible experience in international development as Chief of Party, Deputy Chief of Party, or senior management experience on large food security or emergency related projects.
- Experience with one or more of the following: food security; securing livelihood; resilience building; Disaster Risk Reduction (DRR); Gender and Social Inclusion (GESI); M&E; and operations research.
- Experience managing USAID cooperative agreements and/or contracts as well as implementation of donor priorities including localization preferred.
- Experience managing complex activities involving coordination with multiple program partner institutions.
- Experience managing required programmatic and financial reporting requirements. Experience with M&E is a plus.
- Previous experience in Nepal is an advantage but not a requirement.
Skills and knowledge:
- Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting.
- Demonstrated skill in building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
- Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.
- Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
- Knowledge of Nepalese system in context of decentralization preferred.
- Fluency in English is required; knowledge of local/regional languages is a plus.
